Regarding prostitution. Chief Pitt says t bat the only way iu which this evil cau be controlled is to set aside a tract of ground, build houses ou it and erect a stockade inside of which the prostitutes shall be compelled to live; the city deriving a revenue both from tho rent of the houses and from the license. li-cense. Concerning the restaurants in which closed booths arc erected and intoxicating intoxicat-ing liquors sold, he says they "are nothing noth-ing more nor less than a place to debauch de-bauch girls and women,'' and urges that an ordinance be passed giving his department de-partment power to handle such places. Chief Pitt's report, practically in full, follows: I lake pleasure in submitting to you a-report a-report of tbe Police Department ending the 31st day of December, 1907.
